GSP 2012: importers need it simple, stable, predictable

Problem

The number of counterfeit goods intercepted at Europe's borders has risen by 1000% in the last ten years. The trade in counterfeits is now worth billions of euros internationally . The problem is no longer confined to fake luxury items but now includes a much wider range of products, including pharmaceuticals and consumer goods.

General Comments
- China: a big opportunity
The challenges and opportunities of open markets for imports and exports need to be weighed in the most competitiveness-oriented way. China with its 1.3 billion consumers is a huge export market for European services and goods. In addition, imports from China provide substantial benefits to European consumers. Trade policy should concentrate its efforts on enabling economic operators to seize the opportunities of market opening, rather than on restricting trade.
- Better reconciling the interests of EC producers and EC traders
Trade policy should learn from the textiles experience of summer 2005 and make sure that conflicting interests are better reconciled on future occasions. The more quickly and easily the industry can use antidumping, antisubsidy & safeguards for protection from imports, the more problems are likely to arise for importers and retailers, especially those with long-term contracts and long-standing business partnerships with suppliers outside the EC. A new balance between producers and traders needs to be created. To this end, the stakeholder consultations carried out by the EC should generally be more timely and balanced.
